The Civil Division is structured into three areas of legal practice to represent all county agencies. The Civil Division serves as counsel to Maricopa County, its agencies, departments, employees and elected officials. This division operates as a "full-service" law firm, providing advice and representation for all county agencies.

The Civil Division has three bureaus:

General Government Bureau

The General Government Bureau provides legal representation and counsel to the Board of Supervisors, Boards of Directors for special taxing districts, County Administrative Officer, County Attorney, Elections Department, Human Resources Department, as well as other departments of the county. Represents the governing boards of various public school districts and other elected and appointed officials within county government. Provides a wide range of legal representation and counsel to the numerous departments and agencies within Maricopa County that provide health care and health-related services to the residents of the county.

Litigation Bureau

The Litigation Bureau serves primarily as the county's in-house civil liability defense team. Responsible for the defense of claims and lawsuits seeking monetary damages from county agencies, officials, employees or agents. Also services as legal counsel to the county's Self-Insurance Trust Fund and Department of Risk Management. Also functions as the liaison between the County Attorney's Office and the Medical Examiner's Office.

Public Works & Property Bureau

The Public Works and Property Bureau provides legal services to Maricopa County public agencies including the Department of Transportation, Flood Control, Parks and Recreation, Solid Waste, Planning and Infrastructure Development, Facilities Management, and Material Management. Responsible for negotiating contracts, intergovernmental agreements and other written documents on behalf of the many public works agencies that ensure compliance with procurement code requirements. Defends property tax lawsuits filed in Maricopa County.
